Output Title
A list of critical success factors and their typological classification for the evaluation of the OER's

Output Description
There are two main goals of this IO. The first is to prepare a list of critical success factors which can be used to assess the quality of existing OERs. Essential evaluation elements of this part of IO 3 will be, for instance, scope, target group, quality of the content, currency, authority, didactic approach, use of different e-learning components (instructions, tests, discussion forums, etc.), use of media (test, audio, video), ease of use; security issues; availability, etc. These evaluation elements will be partly derived from IO 1 and IO 2 (e.g. reasons for use/non-use of OERs, important criteria when using OERs, experiences made, satisfaction/dissatisfaction, etc.). In addition, existing research literature will be critically analysed to identify evaluation criteria used in other projects, and situations in time of crisis in particular. The second goal is to present a typological classification for the evaluation of the quality of the OERs. After the critical success factors have been separated and organized, this deliverable will be prepared in form of a methodological framework which will be available to all HEIs wishing to use them in evaluation processes of OERs. With such a methodological and evaluation framework the DECriS project brings in the new elements in the evaluation of existing OERs and their use in time of crisis and beyond. The results will be published and presented at national and international conferences.
This IO has a great impact on other IOs, in particular IO 4 and IO 5.
If one takes aside subject-specific evaluation elements, the evaluation framework can, in principle, be used in other disciplines.
Tasks
One outcome of IO 3 will be a draft list of criteria which are important for the use of OERs prepared by the team from SULSIT, Sofia. The draft will be discussed among the project partners and a first version of the criteria catalogue will be composed. In parallel, the staff members from the SULSIT, Sofia will analyse relevant literature with regards to the evaluation of OERs (i.e. literature analysis) and enlarge the preliminary criteria catalogue which will again be discussed by the project partners.
In this IO, a special focus is directed towards a deeper data collection and analysis which will be done by using mixed methodology, quantitative (collecting and analysing numerical data) and qualitative (text analysis, interviews with persons involved in evaluation processes, etc.) and will include the feedback from each partner.
